Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: hopeful statements are issued from different nations. Significant resources is allocated on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles flew past – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly becomes sober acceptance: perhaps the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun opened up on a drone close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that European nations are clearly incapable to substitute in the near term.
Failed Diplomacy
The 28-point plan from American leadership sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration works based on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does nothing to deter Moscow, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: political desires to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
